Well you must have had an inkling. I have suspected a report like this would come out for a while to be honest. What they are saying is that rooms full of computers don't make good classrooms. Additionally they are saying over reliance on computer based training is a bad thing.

But we knew this already, e-learning should not be used to replace classroom teaching, but support it via home learning support(which they describe as good). e-learning should be kept for the functions it is good which is illustating difficult to describe easy to visualise topics. Similar to the way teachers used videos in ye olden days. Reliance on video would not produce a good learning experience either.

It should also be noted that the particular stick by which they measure it is Maths. To me this would indicate that pupils are using the computers do the arithmetic for them and the teachers are letting them get away with it.

Speaking to teachers it has been noted that some teachers that are relying on computers rather than there own ability. It has been suggested that they are using the IT as a crutch for otherwise substandard teaching, again this could be significant.
